Auditing of Public and Indian Housing Authorities

 

We believe the firm of Malcolm Johnson & Company, P.A. is one of the most knowledgeable firms in the field of Public Housing financial and compliance audits in the United States.  We have audited Public Housing Authorities for the past thirty-five (35) years in forty-five (45) states across the country. We currently perform annual audits of approximately seventy (70) housing authorities in 19 states.  Our most recent peer review concluded that the system of quality control for the accounting and auditing practice of Malcolm Johnson & Company, P.A. was in accordance with quality control standards established by the American Institute of Certified Public Accountants. Our firm has performed audits on Indian Housing Authorities ranging in size from 102 to approximately 6,000 units.  These IHA's were formerly under audit control of the Department of the Interior.  We have also performed management consulting and other fee accounting assistance to several Indian Housing Authorities.


Fee Accounting Service

 

Malcolm Johnson & Company, P.A. has performed recurring computerized fee accounting services for public housing authorities. Our fee accounting experience has helped to augment our audit capabilities and to keep us abreast of the financial and management requirements placed on Public Housing Authorities from within the organization and from HUD.


Consulting

 

Malcolm P. Johnson served under contract with a local PHA of over 1,000 units overseeing the administration and operations of the PHA.  During his term of office, the PHA grew from 451 units to its present size of over 1,000 units.  There was increased development in the area of PHA Turnkey Housing, Section 8 New Construction, Section 8 Existing and Conventional Substantial Rehabilitation.  Additionally, we have also performed consulting services for complete housing authority reorganization plans to ascertain the proper staffing, along with job classifications and descriptions.  We have learned well from our experience in performing housing authority audits and have applied these techniques in the area of consulting services regarding management and maintenance improvement systems.  In turn, these consulting services and prior PHA management experience have given us a unique understanding of Housing Authorities' needs and performance measurements.
